Native American Consultation and Participation
California's Native American communities take an active interest in the treatment and preservation of heritage resources. Federal and State laws and codes and local regulations have created formal consultation avenues for Native Americans to participate in resource management. At the federal level Tribes have a significant place in the Section 106 review process. CEQA and California Public Resource Codes open up consultation pathways for the treatment of traditional resources, archaeological sites, and ancestral remains.

Albion has led consultation with Native American communities throughout northern and central California. Clinton Blount, a Native American specialist, has worked at various times since 1974 with the Pomo, Wappo, Yurok, Karuk, Hupa, Maidu, Wintu, Miwok, Yokuts, Mono, Chumash, Salinan, Esselen, Ohlone, among others. Albion's work has spanned basic ethnographic archival and field research, to the preparation of agreement documents and consultation under section 106 of the National Historic Preservation Act, California Senate Bill 18, California Public Resource Codes, and the Native American Graves Protection and Repatriation Act.

Recent projects include:
  • Nacimiento Water Project, San Luis Obispo County, California. Consultation and Participation Agreements with the Northern Chumash and Salinan communities.

  • Los Osos Wastewater Treatment Project, San Luis Obispo County, California. Consultation, Participation Agreements, and MOA for the treatment of ancestral remains with the Northern Chumash and Salinan communities.

  • Caltrans Districts 3 and 6. Ethnographic evaluation for Caltrans' Transportation Enhancement Activity (TEA), archival research and field ethnography.
