Bay Street Reservoir System Transmission Improvement Project, City of Santa Cruz, California

The City of Santa Cruz has contracted with Albion to provided cultural resources services for construction of the Bay Street Reservoir System Transmission Improvement Project, a major upgrade of the City's water system. The project is located in areas considered highly sensitive for prehistoric and historic-era archaeological resources, including the Mission Hill Historic District. Construction is expected to begin in 2006. Several tasks were conducted for the project including the following:

Archaeological Resources Monitoring Plan
Albion coordinated interests of the City of Santa Cruz, the State Historic Preservation Office (SHPO), and local Native American groups to develop a project-specific plan for archaeological monitoring during project construction. The Plan identifies those segments of the project that required on-site monitoring and those that did not. The document also identifies areas that required Native American participation. Included in the document is an Archaeological Treatment Plan, outlining procedures for addressing archaeological discoveries made during construction. The Plan addresses requirements under current CEQA guidelines as well as the Cultural Resources Element of the City of Santa Cruz General Plan.

Worker Training Brochure
Albion also developed a worker-training program, designed to inform non-archaeological project personnel of site characteristics and procedures for reporting a discovery.

Archaeological Monitoring
Albion provided archaeological monitoring of all ground-disturbing activities in areas determined to be sensitive for archaeological sites, with particular attention to areas close to known archaeological sites. In addition to experienced archaeological monitors, Albion has senior staff archaeologists to address discovery of human remains, prehistoric sites, and historic-era resources. Albion is currently producing a comprehensive monitoring report detailing the City's efforts to comply with requirements set forth in the Project Mitigated Negative Declaration. In addition to summarizing all the new archaeological resources discovered, the report will also document subsurface contexts in areas in or close to known archaeological resources, an invaluable resource for future City-sponsored projects in the area.
